MONROE, La. (AP) - One man is dead in a shooting Tuesday in downtown Monroe with a man taken into custody after an hours-long standoff.

Monroe Police Detective Reggie Brown says a SWAT team delivered a phone to the Adam Spillman Jr.’s apartment about 8:40 a.m. to begin negotiations, and minutes later Spillman walked out with his hands up.

Brown says the surrender follows Tuesday’s shooting death of 65-year-old Alton Sutter, also a Frances Tower apartment resident.

Brown said shots were reported about 6 a.m. Brown says Sutter was shot when he went to Spillman’s apartment to check on him.

Sutter was taken to St. Francis Medical Center, where he was pronounced dead.

Brown says Spillman was being questioned Tuesday. No charges have been filed.
