HILTON HEAD ISLAND, S.C. (AP) - Presidential contender Sen. Marco Rubio says reforms are necessary to make the country’s guest worker program more productive and successful.

The Florida senator took his message Thursday to a meeting of the South Carolina Chamber of Commerce.

Rubio addressed the chamber’s annual meeting as part of the series of South Carolina Chamber Presidential Forums.

Several hundred people attended the morning gathering at Hilton Head Island.

Rubio was in Columbia on Wednesday to attend the grand opening of his South Carolina campaign headquarters.
