BETTENDORF, Iowa (AP) - A construction error has been cited as the likely cause of flooding at Bettendorf Public Library.

Community development director Bill Connors said during a library tour Tuesday that a plastic cap had been placed on a metal pipe during remodeling of the second-floor men’s restroom. Connor says the cap failed, allowing water to burst out on May 20 and damage administrative offices, meeting rooms and the front lobby. He says the cap should have been metal.

City administrator Decker Ploehn says the city is working with the plumbing subcontractor’s insurer to determine why the cap failed and the cost of the repairs, which was initially estimated at $1 million.

Officials say the library’s collection was spared.
