The Honolulu Police Department has arrested one of its own off-duty officers on suspicion of first-degree sexual assault.

Police had asked the public for help finding Laconsay in a news release Wednesday, saying they believed he wasn’t armed.

State Sen. Will Espero says the incident is the latest in a series of problems and crimes involving county law enforcement. He says it seems like the Honolulu Police Department needs better leadership.
