CHANDLER, Ariz. (AP) - A Phoenix suburb has approved a six-figure payment to a woman who says a police officer illegally entered her home and handcuffed her while she was naked.

The Chandler City Council approved the $125,000 settlement with Esmeralda Rossi on Thursday night. Cell phone and police body camera videos support Rossi’s description of the March 2015 incident, showing Chandler Police Officer Doug Rose handcuff Rossi in front of her teenage daughter as she tries to keep herself covered with a towel.

Records show that Rossi was never charged with a crime.

An internal investigation found that Rose entered the home illegally.

Rose retired in the middle of his department’s investigation.

The city council agenda says Chandler did not admit any liability as part of the settlement.
