CHEYENNE, Wyo. (AP) - Developments at the Wyoming Legislature on March 2, the 18th day of the 2016 budget session:

PROPERTY: The Senate defeated a bill that would have called on law enforcement to return property to crime victims as soon as possible if a photograph of the property would be enough to prosecute a criminal case against a suspect.

OSHA PENALTIES: The Senate president signed a final version of a bill that would increase penalties for violations of workplace safety regulations in the state. The bill now heads to the governor.

SPEED LIMITS: The House gave final approval to a bill that would increase the speed limit on some state highways to 70 mph.

STATE PRISON: The House gave final approval to a bill that calls for legislative oversight of how to address structural problems at the state penitentiary in Rawlins.

STATE CONSTRUCTION: The House defeated a bill that called for merging the offices that oversee construction of state projects for the school system and other branches of state government.

STUDENT TESTS: The state Senate passed a bill that would make changes to Wyoming’s K-12 statewide assessment, including a mandate that no more than 1 percent of instructional time be spent on taking the test. The House must concur with Senate amendments.

TROUBLED KIDS-SCHOOL: The House passed a bill to reimburse two facilities that provide psychiatric care for youths in Wyoming for the cost of educating school-aged youths in their care. The bill, which already passed the Senate, goes to the governor for his consideration.

GRAND TETON LAND: The House approved a bill setting out specific terms for the sale of state land within Grand Teton National Park to the federal government. The bill needed Senate consent of changes made by the House.

STUDENT PRIVACY: The House approved a bill that would prohibit teachers and school officials from prying into students’ private personal social media accounts. The bill needs Senate approval of changes made by the House.
