DETROIT (AP) - Wayne County Executive Warren Evans says the southeastern Michigan county is headed in a positive direction fiscally.

Evans gave his first State of the County Address on Tuesday at the Detroit Film Theatre at the Detroit Institute of Arts. He told the crowd that many obstacles remain in reference to financial difficulties facing the county since before he took office in January 2015, but he said the “worst of our problems are in the past.”

Evans pledged to petition the state to release the county early this year from a consent agreement to fix its finances. According to Evans, the county has eliminated deficits and has a positive general fund balance.

Evans said the county won’t need an emergency manager and won’t go into bankruptcy.
