OKLAHOMA CITY (AP) - Gov. Mary Fallin has signed into law a bill creating a new criminal defense of guilty but with mental defect.

The bill signed Thursday modifies the state’s not guilty by reason of insanity defense. It prohibits anyone diagnosed with anti-social personality disorder who is found guilty but with a mental illness from using the not guilty by reason of insanity defense.

Under the law, a plea of guilty with mental defect would result in the same sentence that could be imposed on anyone else convicted of the same crime. Those found guilty under the new law will be examined by the state Department of Mental Health.

The new law goes into effect Nov. 1.
