An estimated 16,000 buildings are vacant or abandoned in Baltimore, one of many cities where the Census Bureau estimates as much as 20 percent of children are impoverished. In 2014 there were 211 murders in Baltimore and, of those, 173 victims were black men. (Associated PRess)
