The nation's first offshore wind farm enjoys high-profile federal and state backing, but it hasn't been able to win over one important party: the second-largest utility in Massachusetts.
A federal agency approved a construction and operations plan for the Cape Wind project off the Massachusetts coast, clearing the way for work to begin on America's first offshore wind farm as early as this fall, Interior Secretary Ken Salazar announced Tuesday.
