Business groups have long complained that the Obama administration is "labor-friendly," but union membership actually has declined over the last four years to its lowest point since the 1930s.

Unions were formed to bring representation to companies that otherwise were accountable to no one but their profit-making owners. But most union workers today work for government, not companies, even though there are five times as many private-sector employees overall, according to recently collected data.

In an effort to loosen labor's grip on workers, two GOP lawmakers want legislation that would require workers to re-affirm the existence of their unions with new votes every three years.
