"The sheriffs have their hands full, they do try," Murden said. "We send Texas Department of Agriculture inspectors out to see if they can get a handle on it. Plus, we have two industry-employed inspectors as well."
"They hide stuff in there," Mr. Murden said of the dense sugarcane crops, some as high as 14 feet. "It was very intimidating for my guys. You got men dressed in black, looking like thugs and telling them to get back."
