An international organization dedicated to exposing human rights abuses across the globe has turned its attention to the nation's capital, accusing the D.C. police department in a blistering report issued Thursday of failing to investigate cases of rape and sexual assault and urging an outside oversight of the department's handling of those cases.

The District's police and fire departments may not be at gold-star status, but both received passable grades during their first month of public approval ratings through the Grade D.C. program.

The District's police and fire unions are asking the city's inspector general to investigate the destruction of personnel files found burning inside trash bins and a car at the D.C. fire training academy.
