'Your papers, please' must never be heard in America

Jack Evans wants to be mayor of the nation's capital, and to do so he has to break a racial barrier, persuade stakeholders that he can govern as well as he legislated and, perhaps, take on an incumbent.

D.C. Mayor Vincent C. Gray campaigned on a promise to put an end to backroom dealings in city business and politics.

Despite being accused by a former procurement officer of trying to improperly influence the D.C. Lottery contract, D.C. Council member Jack Evans soon will conduct oversight hearings on the approval process and a controversial online gambling proposal - while also being compelled to answer questions under oath in a civil lawsuit being defended by the city.

As D.C. leaders prepare to defend the city's strong credit ratings on Wall Street on Thursday, council Chairman Kwame R. Brown said he wants to bring on a financial adviser to aid lawmakers as they begin work with new Mayor Vincent C. Gray on the city's budget.

The nation's capital is a natural magnet for political rallies and sporting events, such as the annual National Marathon and two huge rallies that will be held Aug. 28, the anniversary of the March on Washington.
