Foggy Bottom is one of the oldest late 18th and 19th-century neighborhoods in Washington, D.C. The area is thought to have received the name because its riverside location made it susceptible to concentrations of fog and industrial smoke, an atmospheric trait that did not prevent the neighborhood from becoming the original location of the United States Naval Observatory. Embattled U.N. Ambassador Susan E. Rice withdrew her name Thursday from consideration to succeed Secretary of State Hillary Rodham Clinton after months of criticism over her comments about the terrorist attack that killed four Americans in Benghazi, Libya, in September.

Tuesday's re-election of President Obama triggered immediate speculation about the future of Defense Secretary Leon E. Panetta, who will turn 75 in June. Mr. Panetta, defense secretary since June 2011, has had a long career in government and is said by associates to be ready to return to private life in Northern California, where he frequently visits and owns land.
