Virginia Lt. Gov. Bill Bolling cast tiebreaking votes Tuesday as the Senate passed two key components of Republican Gov. Bob McDonnell's education-reform agenda.

Virginia Gov. Bob McDonnell has found himself on the opposite side of advocacy groups spanning the political spectrum after vetoing a bill that would allow abused or neglected children living with a relative to enroll in the school district where the relative lives.

Top Virginia Democrats rallied before an enthusiastic crowd at George Mason University on Monday in a final push before Tuesday's elections, where the party will try to prevent a Republican monopoly from controlling Richmond just three years after the state swung blue.

All 140 seats in Virginia's General Assembly are up for election Tuesday, but the focus has narrowed to a handful of races, including several in Northern Virginia, that will determine the trajectory of state government for the next several years.

Years after the recession's peak, its effects caught up to middle-class residents initially insulated from its wrath. More people who still have jobs, even full time, are toiling without health insurance, and families whose savings carried them through months of hard times have been reluctantly applying for food stamps.

Sen. George L. Barker of Alexandria, who joined fellow Democrat Charles J. Colgan of Prince William County in voting for the bill, said that while public education in Virginia is good overall, there are still gaps between high-achieving and underperforming schools.

"This process will help focus attention where we need to help those students, as well as recognizing those students who are already doing well," Mr. Barker said.
