Gov. Arnold Schwarzenegger on Thursday ordered about 200,000 state workers to be paid the federal minimum wage this month because the state Legislature has not passed a budget.
He said in a complaint that Pikeville Mayor Frank Justice II was angry about an article in the newspaper and confronted him at a sports bar Tuesday night.
Mr. Boggs said Thursday he wants to put the matter behind him.
