Maryland's largest proposed casino is in the hands of Anne Arundel County voters, who are weighing huge financial implications for the state and the county in a referendum on a local zoning ordinance needed for the project.
"No matter where the casino is built, the revenue will come," Mr. Annicelli said.
He also said the casino could be built elsewhere if voters turn down the ballot proposal.
