Virginia's State Crime Commission is considering a proposal that would strengthen the state's texting-while-driving laws to be in line with those across the country, a move applauded by lawmakers who have backed similar legislation but seen by some as a gesture that is too little too late.

Virginia Gov. Bob McDonnell is pressing ahead with a cost-cutting measure by proposing that the state save thousands by eliminating its dues to a 71-year-old, multistate compact to clean up the Potomac River. But the plan has drawn criticism from some who say the amount is a small investment in a major resource.
"It punishes people for doing the right thing," said Mr. Surovell, who voted for the bill but vowed to try next year to try to repeal the hybrid tax.
