The Heartland Institute is a conservative and libertarian public policy think tank based in Chicago, Illinois which advocates free market policies. The Institute is designated as a 501(c)(3) non-profit by the Internal Revenue Service and advised by a 15 member board of directors, which meets quarterly. As of 2011, it has a full-time staff of 40, including editors and senior fellows.
