The Redskins filled out their coaching staff today by hiring veteran coach Chip Garber to the defensive quality control position.

Garber has coached for 28 years but this will be his first NFL job. He spent last year with the Hamilton Tiger-Cats of the Canadian Football League.

A native of Winchester, Va., Garber played for the Terps from 1975-77 and has coached at North Texas, Hofstra, VMI, Minnesota (where Jim Zorn was the Gophers' quarterbacks coach), SMU, Kentucky, Mississippi State and TCU.

The Redskins also announced the re-signing of cornerback Byron Westbrook, who has spent the last two years on the practice squad.
