Congress is now historically bad.
Congressional approval is at 9 percent, the lowest in Gallup’s 39-year history of asking the question, the polling outfit said Tuesday. The rating hit 10 percent twice in 2012, and the 2013 average is now 14 percent.

The dissatisfaction is fairly consistent across the political spectrum: 9 percent of Republicans, 8 percent of independents and 10 percent of Democrats approve.
The 14 percent approval rating is also on track to be the lowest yearly average in the polling organization’s history. It would be a point below last year’s anemic 15 percent rating.
“Americans have rarely been highly positive about Congress, which has an average approval rating of 33 percent since 1974,” Gallup’s Frank Newport wrote. “Congressional approval on an annual basis was highest in 2001 at 56 percent, reflecting the rally effect after the 9/11 terrorist attacks. But since the 2008 financial crisis, approval has been particularly low, with the exception of the months after Obama’s first inauguration in 2009.”
