Minor offenders put in court-ordered community service last week by aiding in the Superstorm Sandy relief effort on Coney Island in New York’s Brooklyn borough. About 80,000 of the 100,000 annual cases in Manhattan are lower-level misdemeanors and violations that often wind up with community service. Last week, 70 people went to Coney Island.
