On a sunny autumn morning, life in Loudoun County's South Riding seems to be as proceeding as peacefully as was planned, with joggers getting their exercise, mothers walking with their friends while pushing strollers, and playgrounds filled with the cheerful sound of children tumbling and sliding among the equipment.
