We are pleased to welcome on the facing page Harlan Ullman's new column, "Owls and eagles." Currently with two Washington think tanks (the Center for Strategic and International Studies, and the Center for Naval Analyses Corp), Mr. Ullman is a distinguished former naval officer with command and combat experience, and well-known academic and past teacher at the National War College whose students have included three architects of the Gulf War: Fred Franks, Chuck Horner and Colin Powell. He also is an author, whose current book is "Unfinished Business: Defusing the Dangers That Threaten America's Security." His column brings an often contrarian, but always deeply informed perspective to foreign and defense issues.
