Neighbors yesterday mourned the woman killed by a stray bullet as she watched TV in her Southeast home.

Witnesses said a car drove slowly past the building Wednesday night, then returned a short time later — with someone inside opening fire.

Dorine Fostion, 46, was standing near her window when the bullet struck her, police said. She was taken to Washington Hospital Center, where she was pronounced dead.

Before the shooting, residents of the two-story brick apartment saw a car drive by slowly and guessed that it held drive-by gunmen, said Estelle Henderson, 30.

Neighbors had just finished rushing children to safety when the car returned.



“We were just getting the kids, and they started shooting,” Miss Henderson said.

One of the bullets struck Miss Fostion.

Her son, Robert Foster, 30, said his mother called, and when his 7-year-old nephew answered the phone, she told the boy she had been shot.

Mr. Foster returned home to find his building roped off and officers in his apartment, he said.

“I saw her right there on the floor,” he said outside his building yesterday. “I was like, this can’t be true.”

Mr. Foster said police and neighbors assured him that his mother had been hit only in the arm and would be all right. He learned after her death that the bullet had entered her torso.

Frank Slater, 38, said a bullet narrowly missed his wife in their apartment two windows away from Miss Fostion’s. He said he was doing repairs in the bathroom and didn’t hear the gunfire. He just heard his wife yell to get down.

Police spent yesterday searching for suspects, but there were no arrests in what Mayor Anthony A. Williams called a “senseless” death. He urged anyone with information to come forward.

“She was in her home — a place she thought was safe. Home is where we all need to be able to feel safe,” Mr. Williams said.
