A quotation was misattributed in Friday’s editions from a press briefing on the 2004 Nation’s Report Card on school performance by the National Assessment Governing Board and National Center on Education Statistics (NCES). It was Grover J. Whitehurst, acting commissioner of the NCES, who said regarding emphasis on early-childhood reading, “It’s easier to bend the twig than the root of the full-grown tree.”
