As of February 2005, Howard County was home to 271,118 residents, according to the Howard County Web site (www.co.ho.md.us). These residents live in rural areas, in old-fashioned mill towns, in the county seat of Ellicott City or in the planned community of Columbia, designed in the 1960s.
