Yesterday, Iraqi President Jalal Talabani said the new government could be launched within a month.

The government’s formation has been delayed because of factionalism among Shi’ites, Sunnis and Kurds. But Mr. Talabani told the Japanese ambassador to Iraq that negotiations among the factions are yielding progress, to the point that an end is in sight, Japan Economic Newswire reported yesterday — the first time a major Iraqi figure has speculated on an end to the impasse since shortly after the Dec. 15 elections.
