Insurgent groups have engaged in open battles with Al Qaeda in Iraq in recent months — which U.S. officials hope will open a new dynamic in the war.

U.S. officials have expressed hope that they can enlist some of those who have been part of the terrorist insurgency to join the fight against al Qaeda.
