The Inter-American Development Bank probably isn’t the first place most Washingtonians think of when it comes to arts and culture, but last year, the IDB’s Cultural Center awarded 38 grants to creative endeavors in 24 countries and also hosted art shows, lectures and concerts at its downtown headquarters (1330 New York Ave. NW). Tonight at 6:30, the center wishes itself a happy 15th birthday with a free performance by the Duke Ellington School for the Arts Jazz Orchestra.
