Former Virginia Gov. Mark R. Warner will announce tomorrow he is running for the U.S. Senate, a move that national Democrats believe improves their chances of extending their one-seat majority in the U.S. Senate.

Mr. Warner, 52, is expected to make the announcement tomorrow morning through an email to his supporters and an online video.

Monica Dixon, Mr. Warner’s spokesperson, declined to comment.
