Sen. John McCain should select former Massachusetts Gov. Mitt Romney as his vice-presidential running mate — and he should go one step further. He should announce his preferences for the central core of his Cabinet.

For example: Sen. Joe Lieberman as secretary of state; Mayor Rudolph W. Giuliani as secretary of defense; Col. Oliver North as homeland security chief; former Arkansas Gov. Mike Huckabee as ambassador to the United Nations; Carla Fiorini as secretary of commerce.

That will unite the leading components of the Republican Party, bring in the independents and show that as president, Mr. McCain will be ready to “hit the ground running” as the far more experienced and qualified candidate.

Clearly, he and his team would be ready to do the job, and Americans wouldn’t have to take a chance on an illusive “change.”
