Michael Kaiser was appointed executive director of the National Cyber Security Alliance in the District, a collaborative effort to educate people about Internet security. Mr. Kaiser was director of program development and strategic alliances at the National Center for Victims of Crime in the District.

Amy L. Thompson was appointed director of public affairs for the Society for Human Resource Management in Alexandria. Ms. Thompson will lead a department to raise awareness among business leaders about the role of human resources in successful business operations.

• The National Association of Small Business Investment Cos. named Brett Palmer president of the District-based association. Mr. Palmer was managing director of the National Association of Insurance Commissioners based in Kansas City, Mo.

• The Commodity Futures Trading Commission appointed Greg Kuserk deputy director for market surveillance in the D.C. regulatory agency’s division of market oversight. Mr. Kuserk has worked for the CFTC for 21 years.

LEGAL

Danielle Frappier joined the D.C. office of Davis Wright Tremaine LLP as an associate in its communications practice. Ms. Frappier most recently was a senior legal and regulatory adviser for a telecommunications consulting firm.

ACCOUNTING & FINANCE

Francisco D. Valeriano was named director of investment and retirement income programs for the Washington Group of MassMutual in Bethesda. Mr. Valeriano served as a financial adviser with the Washington Group for three years.

Angela Avant was named partner in charge of diversity for KPMG LLP, the audit, tax and advisory firm in the District. Ms. Avant will be based in KPMG’s D.C. office.

Katharine M. Dean was hired as an associate for Goodman & Co. LLP in Rockville. Ms. Dean was a summer intern in the accounting firm’s Rockville office in 2007.

PROFESSIONAL SERVICES

Alan Rosenfeld was appointed executive vice president and chief operating officer for Capital Lighting & Supply Inc., a subsidiary of Sonepar USA Inc., in Upper Marlboro. Mr. Rosenfeld most recently served as president of the West Coast division of Rexel, a global distributor of electrical and data communication products.
