Capitol Hill briefly was locked down Tuesday afternoon for a police investigation. A U.S. Capitol Police official said only that officers were conducting an investigation. Witnesses said helicopters circled the area.

WTOP radio reported that the incident involved a man with a gun on Independence Avenue and that it concluded about 4 p.m. when investigators learned the man was an off-duty police officer.
