Manuel “Manny” A. Rosales was named deputy director of coalitions for the Republican National Committee. Mr. Rosales previously was D.C. director of the Latino Coalition, a nonprofit founded in 1995 by a group of Hispanic business owners.

Cyndie Shadow was named state vice president at the University of Phoenix, where she will be involved in campus operations for Maryland, Delaware and the District. Ms. Shadow currently serves as director of University of Phoenix campuses in the District and Wilmington, Del.


Laura W. Thomas was promoted from vice president of finance to chief financial officer of XO Communications in Herndon. Ms. Thomas earned a bachelor’s degree in French and business from Radford University and an MBA from George Washington University.


Robert G. Mukai, an intellectual property lawyer, was named head of Buchanan Ingersoll & Rooney’s Alexandria office. Mr. Mukai specializes in polymer chemistry including biodegradable polymers and health care technology.

Ajay A. Jagtiani, Mark J. Guttag and David J. Lanzotti joined Vedder Price’s intellectual property practice in the District. Mr. Jagtiani joined the law firm as a partner, while Mr. Guttag joined as a counselor and Mr. Lanzotti as an associate. Vedder Price comprises more than 250 lawyers in Chicago, New York and Washington.


Suzanne Hamm joined Octagon Golf & Outdoors as a special consultant to the McLean sports sponsorship and marketing firm. Ms. Hamm previously served as chief marketing officer for Stanford Financial, where she managed the company’s relationships with professional sport organizations. Octagon Golf & Outdoors manages professional golfing events and represents golf professionals.

Stephanie Williamson was named director of marketing and business development at the Arlington office of Matrix Settles, an architecture and interior design firm.


Adam Bernbach joined Proof restaurant in the District as bar manager. Before joining Proof, Mr. Bernbach was general manager of Bar Pilar, also in the District.
