• The Montgomery County Planning Board elected Marye Wells-Harley as vice chairman. Ms. Wells-Harley was appointed to the commission in July after retiring as director of the Prince George’s County Department of Parks and Recreation, where she worked for 42 years.


• TD Bank of Vienna, Va., named Robert W. Reiter III a portfolio loan officer in government contractor and middle-market lending. Before joining TD Bank, Mr. Reiter served as a credit products underwriter at Bank of America in the District.

David K. Ficca was elected chief executive officer of Baltimore Life Cos. Mr. Ficca joined Baltimore Life in 2002 as the company’s senior vice president and chief financial officer.


• Virginia Attorney General William C. Mims will join the D.C. and Richmond offices of global law firm Hunton & Williams LLP as a partner when he leaves office in January. Mr. Mims was recently named co-chairman of Governor-elect Robert F. McDonnell’s transition team.

Fred W. Reinke joined Mayer Brown’s litigation practice as a partner with the global law firm’s D.C. office. Mr. Reinke joins Mayer Brown from Dewey & LeBoeuf, where he concentrated on complex international commercial and class-action litigation. At Mayer Brown, he will focus his practice on insurance and international litigation.

• Former Senate Majority Leader Tom Daschle joined the D.C. office of the international law firm DLA Piper as a senior policy adviser. The South Dakota Democrat was elected to four terms in the House of Representatives beginning in 1978 and went on to serve three terms as senator. Mr. Daschle led the Democratic Caucus for 10 years as both majority and minority leader.


• JTG, a Vienna, Va., provider of language services, named Jack Bundy vice president of operations. Mr. Bundy was deputy director of national security operations at Northrop Grumman Corp., where he oversaw management of linguist support operations.

Shane Sampson joined Giant Food of Landover as senior vice president of operations and sales. Mr. Sampson will be responsible for store operations leadership and customer service.

• Ruppert Landscape of Laytonsville, Md., promoted Tommy Dimaio to project manager of the company’s North Carolina landscape construction operation.

• Rich Rosenthal Manitta Dzubin & Kroeger, LLP, of Alexandria has named Katelin T. Moomau an associate with the firm. Ms. Moomau will concentrate in family law, handling all aspects of divorce, custody, support and property division. Before joining Rich, Ms. Moomau was an associate with the Reese Law Firm in Fairfax, where she handled the full range of family law matters.
