PRINCE FREDERICK, Md. (AP) — George Owings is casting himself as an alternative to Gov. Martin O’Malley.

Mr. Owings, a former Democratic legislator, officially announced Wednesday that he will challenge Mr. O’Malley in the Democratic primary.

Mr. Owings said that Mr. O’Malley is a good man but that he has failed to get out in front to address the state’s budget problems.

About 100 people braved cold temperatures outside the Calvert County Courthouse in Prince Frederick to listen to the announcement by the 64-year-old Mr. Owings.

Mr. Owings served as a Democratic legislator for 16 years. He also served as secretary of veterans affairs during Republican Gov. Robert Ehrlich’s administration.

Mr. Owings said he did not talk to Mr. Ehrlich or Mr. O’Malley about his decision to run.
