HARTFORD, Conn. (AP) - A 26-year-old convicted felon is charged with sexually assaulting a state worker in Hartford as she walked to her car in broad daylight.

Police say Allen Oakes attacked the victim at about 3:30 p.m. Monday as she was walking from the Department of Energy and Environmental Protection to a nearby parking lot.

A police report says Oakes told officers he was high on synthetic marijuana and voices in his head told him to attack the victim. Police say two co-workers of the victim captured Oakes during a foot chase.

Oakes is detained on $750,000 bail on charges of first-degree sexual assault and breach of peace. It’s not clear if he has a lawyer.

State officials say security guards now are available to escort state workers to their cars upon request.
