BILOXI, Miss. (AP) - Biloxi officials say the city’s $1 million bait shop has been completed since December, but is still not occupied.

Officials say they’ve set a Sept. 1 deadline for the winning bidder on a lease for the space to start paying rent.

Patrick Kuluz tells the Sun Herald (https://bit.ly/1oHcATq ) that he hopes to start selling fuel before then.

He says that the city has not yet met all of its requirements.

Kuluz and Ross Broussard own Biloxi Harbor Bait & Fuel, which was named the winning bidder in early April.

The lights and air conditioner are on. Biloxi Chief Administrative Officer David Nichols says the city is paying utilities.

The building stands 22 feet above the pier at the harbor, on 40-foot-tall pilings.
