Snapshots of the men charged with Clean Water Act violations at the Freedom Industries site in Charleston:

Gary Southern

Freedom Industries chief operating officer from May 2009 with direct oversight over the Charleston-area facility where the Jan. 9 chemical spill occurred. Became Freedom’s president when it was sold in December 2013. Was a company co-founder and a member of its board from March 2010 to October 2013. Also charged with bankruptcy fraud, wire fraud and lying under oath in connection with the spill. He is 53 and owns a residence in Marco Island, Fla.

Dennis P. Farrell

Served as president of Freedom from October 2001 through December 2013. A former owner of Freedom, he continued to work for the company in a management role after it sold. Farrell, 58, lists addresses in Poca and Ormond Beach, Florida.



William E. Tis

A former owner of Freedom Industries and secretary from 2004 until December 2013. Tis, 60, lives in Verona, Pennsylvania.

Charles E. Herzing

A former owner and the company’s vice-president until December 2013. Herzing, 63, lives in McMurray, Pennsylvania.

Robert J. Reynolds

A consultant who was one of the people responsible for environmental compliance at Freedom. Reynolds, 63, lives in Apex, North Carolina.

Michael E. Burdette

The former plant manager for the Freedom facility on the Elk River where the chemical spill occurred. Burdette, 60, lives in Dunbar.
