WEST SENECA, N.Y. (AP) - Erie County humane society investigators are looking for the person who clamped a handcuff around a cat’s neck.

SPCA officers tell WIVB in Buffalo (https://bit.ly/1eyXnwU ) that the white cat with tabby patches was found on a street in West Seneca on Monday. Investigators say the female cat didn’t appear to be hurt by the handcuff, which appeared to have been around her neck for a long time, based on the condition of her fur.

They took the cat to a locksmith where the handcuff was removed. Investigators are asking anyone who knows how the handcuff got on her to call the SPCA.
