OAKLAND, Calif. (AP) - Oakland police officials now say they have not been able to determine whether Mayor Jean Quan was using her cellphone during a recent crash.

Police initially ruled out cellphone use by Quan and the other driver. But police spokeswoman Officer Johnna Watson said Tuesday that determination was based on a report taken by an officer at the crash scene, not an investigator’s final report.

The final report could not reach a conclusion about cellphone use.

Quan has said she was not on her phone during the June 8 crash in west Oakland. The driver of the other vehicle has disputed that.
