OKLAHOMA CITY (AP) - Prosecutors have filed second-degree manslaughter charges against a former Oklahoma County sheriff’s lieutenant in connection with the death of an inmate at the county jail.

The charges were filed Wednesday against 53-year-old Andres Sanchez. Authorities say Sanchez is accused of using excessive force while subduing inmate Emmett Martin, who later died.

According to an affidavit, Martin suffered a dislocated shoulder and wrist and those injuries caused internal hemorrhaging, leading to his death. The Oklahoman reports (https://bit.ly/1nyC8Pk ) that the incident was captured on surveillance video and showed Sanchez lifting Martin off the ground by his right arm while Martin was handcuffed.

Court records don’t list an attorney for Sanchez. Oklahoma County Sheriff Dale Whetsel says Sanchez is no longer employed with the sheriff’s office.
