SPRINGFIELD, Ill. (AP) - The police chief in Springfield has promoted two lieutenants to the rank of deputy chief and two lieutenants to the rank of commander as part of a restructuring plan.

The State Journal-Register in Springfield reports (https://bit.ly/1lmZ9pR ) that Chief Kenny Winslow announced the changes Friday. Winslow’s reorganization also will eliminate the professional standards division and have internal affairs report to him directly.

Winslow promoted Lt. Dyle Stokes to deputy chief of administrative services. He replaces current Deputy Chief Bob Markovic.

Lt. Dan Mounce has been named deputy chief of the criminal investigations division. That position has been open since former Deputy Chief Cliff Buscher retired in January.

Lt. Ken Scarlette was named commander of the administrative services division. Lt. Shawn Handlin was named commander of the criminal investigations division.
