ROCHESTER, N.Y. (AP) - A western New York man who practiced optometry without a license for 13 years has paid $117,000 in restitution.

Attorney General Eric Schneiderman says 45-year-old Shamil Tadros of Tonawanda also has completed 150 hours of community service after pleading guilty in January to fraud.

Authorities say Tadros attended optometry school but hadn’t passed the state licensing exams when he billed Medicaid and other insurers for services. He runs Pittsford Optical outside Rochester.

Tadros was given a three-year conditional discharge at an appearance Monday in Monroe County Court. That means the case will be closed if he meets certain conditions.
