EXCELSIOR, Minn. (AP) - Two Twin Cities luxury homebuilders are accused of failing to pay about a $1 million to subcontractors.

Keith Waters and his business partner, Carter Siverson, are each charged with six counts of felony nonpayment for real estate improvements from 2009 to 2012.

Siverson is also accused of forging about 20 lien waivers to obtain construction and personal funds. The Star Tribune (https://strib.mn/1tLAA5g ) says the state labor department revoked the men’s contractor licenses in 2012 after complaints of forged liens and unpaid contracts were made.

A criminal complaint says Waters and Siverson failed to pay for the construction of two new homes in Minnetonka, remodeling three homes in Wayzata, Eden Prairie and Minnetonka and building a worship center in Victoria.
