President Obama called President-elect Petro Poroshenko of Ukraine Tuesday to congratulate him on his victory and offer the “full support” of the U.S.

The White House said Mr. Obama “stressed the importance of quickly implementing the reforms necessary for Ukraine to bring the country together and to develop a sustainable economy, attractive investment climate, and transparent and accountable government that is responsive to the concerns and aspirations of all Ukrainians.”

Mr. Poroshenko won an election that was marred by violence involving pro-Russian militants in eastern Ukraine. The Obama administration and European allies have imposed limited sanctions against Russian leaders and have urged Russian President Vladimir Putin to withdraw troops from the border with Ukraine.

The White House said Mr. Obama and Mr. Poroshenko will confer more when Mr. Obama visits Europe next week.
