PRESCOTT, Ariz. (AP) - Yavapai County officials have upheld a $38,000 fine against a Paulden couple for keeping 25 dogs in outdoor pens and related complaints.

The Daily Courier reports (https://bit.ly/1y375z5) that the vote by the county’s Board of Supervisors backs up a decision by a hearing officer who ruled against Ronald Godfrey and Jeanette Stinson.

Officials say the 25 dogs in outdoor pens aren’t compatible with the neighborhood and that the owners have been written up by animal control officers on least 35 counts of animal crimes.

David Williams, a county land use and planning manager, says the couple hasn’t fixed the problem for 51 days despite repeated attempts to work with them.

Stinson says the fine is outrageous and argued that neighbors and officials are exaggerating the problems on the property.
