LARAMIE, Wyo. (AP) - Police in Laramie say they foiled a plot by a 39-year-old Laramie man to kill a Cheyenne man that he believed was having an affair with his wife.

Ryan A. Brown was arrested on Oct. 29 on suspicion of possessing a pipe bomb. After further investigation, Brown along with 30-year-old William Ferrill of Rock River and 31-year-old Eric Farrar of Cheyenne were charged with conspiracy to commit murder.

Court records say Ferrill told investigators that he, Brown and Farrar had been gathering materials with a plan to kill the Cheyenne man. Ferrill said Brown offered $5,000 to carry out the plot and an investigation turned up a text message from Farrar requesting a $1,500 advance payment.

Brown was making an initial appearance in Circuit Court in Laramie Thursday morning while Ferrill had a bond reduction hearing.
